Chula Vista Elementary teachers once again require loyalty to the Castle Park Family at election time for CVE president

The self-titled Castle Park Family seems to have run Chula Vista Educators for over a decade.


Gina Boyd was the first CVE President who was a member of the Castle Park Family

Since Gina Boyd was CVE president, every person who has held the office has been loyal to the group of teachers who rallied to conceal the illegal actions of teacher Robin Donlan and her power-hungry cohort at Castle Park Elementary from 2000 to 2005.

Once CTA and CVESD make up their minds to cover-up problems, they stick to their guns. Fixing mistakes is not on the agenda. Doing the right thing is not a priority. Protecting themselves and their organizations (in that order) is their goal, even when they have to break the law and violate the contract to do it.

Jim Groth and Peg Myers worked hard to keep the lid on things after Castle Park Elementary teachers went out of control. But when Peg Myers fell into disgrace after a few years as CVE President, apparently due to some type of scam, and clambered clumsily across the bargaining table to work with the district, her followers claimed to be shocked and dismayed that she would do such a thing. I guess they forgot why they were following her in the first place.

Jennefer Porch was president for a while, obediently falling in step behind Jim Groth.

But now teachers have rallied behind Manuel Yvellez, who's major difference with Ms. Porch is that he is livid about teachers being asked to implement Common Core standards.



Mr. Yvellez' CVE election victory was made possible by his PERB complaint about election irregularities. Here is a partial decision from the PERB board that includes a mention of this and other CVE problems, including the bizarre mid-term exit of Peg Myers.

I do applaud Manuel Yvellez for having the courage to challenge the corrupt hierarchy of CTA. But Mr. Yvellez actually boasts of having worked at Stutz Artiano Shinoff & Holtz law firm, which has worked behind the scenes with CTA to conceal events in schools, including Castle Park Elementary, so he can hardly claim to be a breath of fresh air for CVESD.

Interestingly, Mr. Yvellez leaves out the name of Dan Shinoff when he refers to the Stutz law firm, calling it "Stutz Gallagher and Artiano." But Mr. Shinoff was a partner at the firm well before Mr. Yvellez was employed. Mr. Yvellez is correct that Robert Gallagher still allowed the firm to use his name at the time Mr. Yvellez was employed. It would appear that Mr. Yvellez was wise to use Mr. Gallagher's name to recall a better time in the firm's history. But how can Mr. Yvellez distance himself from Dan Shinoff when he is so closely connected to individuals who helped Mr. Shinoff conceal events at Castle Park Elementary?

Isn't there any candidate for CVE president who cares about kids, teachers, the rule of law and transparency in government?

How did CVESD's Peg Myers spend over $700 per day in Long Beach?

In Chula Vista Elementary School District, Human Resources director (and former CVE President) Peg Myers easily wins first place in the high maintenance category for most expensive inservice/travel request ($2,124) in the January 23, 2013 board agenda. M. Saucedo went to the same Long Beach CABE conference, and stayed for one day longer, but came back with a travel request of $1,020, less than half of what Myers spent.

The following people were even more thrifty while attending the same conference for the same length of time:

New CVE president Jennefer Porch is as secretive as Peg Myers

The annual CTA Presidents' Conference is taking place at Asilomar State Beach (see photo) near Monterey.

New Chula Vista Educators president Jennefer Porch is up at Asilomar this week at the annual CTA Presidents' Conference, but she left instructions with her staff not to release the names of new CVE officers.

Perhaps CTA President Dean Vogel can give Jennefer some tips about how to run CVE. I myself had a nice chat with Mr. Vogel at the conference a few years ago. (I was a lowly CTA member, not a chapter president, but Mr. Vogel was very nice.)

Jennefer may have replaced Peg Myers as president of CVE, but she doesn't seem to have replaced Peg's policies regarding secrecy. Furtiveness has been in force since 2001 when former presidents Gina Boyd and Jim Groth and executive director Tim O'Neill decided to cover up crimes by Gina's friend Robin Donlan at Castle Park Elementary.

Jennefer held her first meeting as president on July 10, 2012. It was advertised as the meeting when a decision would be made as to who the new vice-president would be. Elections don't seem to be the method of choice for choosing either CVESD board members of CVE officers. Three years ago vice president-elect Barbara Dunwoodie chose to resign right after winning election. What kind of politics is going on behind closed doors on Landis Avenue in Chula Vista?

CTA advertises itself as a democratic institution, but it is actually hierarchical, and the power structure is decided through back room politics, not elections.

Peg Myers is out as president of CVE; new president is Jennefer Porch

Jennefer Porch is the new president of Chula Vista Educators, but the CVE office tells me that a "meeting has not yet been held to determine the other officers." It may sound odd that the officers were not determined by the recent election, but Chula Vista Educators seems to have developed a habit of having winners of elections resign after winning.

Peg Myers was one of the chief engineers of the calamitous events at Castle Park Elementary. Peg Myers was also one of the Castle Park Five. Peg was deposed regarding those events. Here is Peg's deposition.

Jennefer Porch is from Juarez Lincoln Elementary in CVESD. I have left a message with the CVE office asking Ms. Porch to call me, but it's possible she won't call. CVE has been extremely secretive for the past decade.

Hundreds of layoff notices issued to teachers in the Chula Vista Elementary School District are being rescinded.

The district issued notices to about 300 of the district’s 1,400 teachers and other certificated staff, including psychologists and vice principals, in March.

District officials said the move to rescind those notices comes in the wake of Gov. Jerry Brown’s May budget revision, which maintained school funding at current levels — pending voter of approval extending certain tax hikes.

“It was unfortunate we had to go through the noticing process yet again. However, our teachers have been terrific in keeping the focus on the students and not getting caught up in what could have been a major distraction,” Superintendent Francisco Escobedo said in a statement. “Our goal has always been to keep teaching teams together and keep any cuts as far from the classroom as possible. We are very pleased to be able to bring back our tenured classroom teachers.”

Chula Vista teachers’ union President Peg Myers said the move relieves stress for educators.

“Dr. Escobedo has been very cognizant of what this does to teachers and he has worked with me the entire time,” Myers said. “It means they can leave school and not have to worry about filing for unemployment.”

As of May 20, 160 notices had been rescinded, according to Myers. That number is expected to reach 300, a district spokesman said.

The district estimated that it would face a $14 million deficit in its $193 million budget under a worst-case funding scenario. Under a best-case scenario, the district would face a $6 million shortfall, a deficit it could cover with its $32 million reserve account.

Meanwhile, at least 70 layoff notices issued to nonteaching employees have been rescinded, a union official said. More rescinded notices are expected.

In April, 300 of the district’s 1,100 nonteaching employees, including librarians, custodians and instructional assistants, received notice that their jobs are not guaranteed next year. An additional 11 nonteaching employees were given pink slip notices in May.

The new school year begins July 20.

Chula Vista Elementary School District is the largest elementary district in the state and serves 27,400 K-8 students and 840 preschool students on 45 campuses.

Castle Park and Juarez-Lincoln schools are moving to Year 2 of Program Improvement

The API scores don't tell us if individual children are making progress. Sometimes the scores are simply a result of the brightest kids moving out of one school and into another. Castle Park Elementary and other schools suffer from "brain drain" as a result of staff problems. The parents of the brightest kids are often the first to get their children out of a troubled school. After they were transferred out of the school, teachers like Peg Myers (currently president of Chula Vista Educators teachers union) and Robin Donlan worked hard to spread the impression that there was something wrong with the school. The problem was Peg and Robin and their power-hungry associates, and the school is still suffering from their power grab.

...Heritage Elementary posted the highest API score in the District at 916, followed by Olympic View at 914, Arroyo Vista Charter at 902, Thurgood Marshall at 901, and Salt Creek at 900. Closely on their heels was Veterans Elementary at 897. Leonardo da Vinci Health Sciences Charter School, the newest charter in the District, was the lowest performing out of 45 schools. Da Vinci recorded an API of 742. Clear View Elementary, formerly a charter, grew by 29 points as a noncharter, posting an API of 854. The federal government identifies Title 1 schools for Program Improvement status if they have not met “adequate yearly progress” goals schoolwide or for target populations for two consecutive years. Greg Rogers and Fred H. Rohr elementary schools are entering Year 1 of Program Improvement; Castle Park and Juarez-Lincoln schools are moving to Year 2 of Program Improvement. Mae L. Feaster and Karl H. Kellogg schools made “safe harbor,” meaning they remain in Year 1 of Program Improvement.

Of special note was Parkview school’s exit from Program Improvement. Parkview Principal Bonnie Nelson earned high praise as among the select few principals in the state to have moved two schools out of Program Improvement during their education careers. Nelson had previously led Palomar Elementary out of Program Improvement.

An offer to Robin Donlan and Peg Myers

Dear Robin and Peg,
I think we should have a truth and reconciliation meeting. I believe that the truth about what happened at Castle Park Elementary will continue to extend its reach (skeletons have a habit of falling out of closets), so why not let the district and the teachers union quit spending money covering it up, and just deal with it openly and honestly? Everyone would be happier, I believe.

Who destroyed Castle Park Elementary? It was a cooperative effort by the district and the teachers union

I was shocked and disappointed to learn that the school I attended as a child and worked at as an adult has gone down hill so rapidly since I left it in 2001.

Castle Park Elementary has the lowest API score in Chula Vista Elementary School District. This wasn't always the case.

When I was there, scores were well above the bottom despite the low socio-economic level of the neighborhood. Then current Chula Vista Educators president Peg Myers began clawing her way up the ladder to power with the help of a group of teachers that had been sowing discord before Peg arrived. Peg got lots of help from Jim Groth, who is now a statewide CTA director, and Beverly Tucker, the head legal counsel of California Teachers Association.

A small group of teachers chewed up and spit out a long string of principals and good teachers. The goal was power for their group, not education for children. The district supported Robin Donlan, Karen Snyder, Peg Snyder and their associates until it realized in 2004 that the teachers were out of control. Then the district ended up hiring lawyers to defend itself against the teachers that it had spent $100,000s of tax dollars defending. Shame on Larry Cunningham and Pamela Smith for knowingly defending teachers who had committed crimes.

I notice that the enrollment at Castle Park Elementary has gone down to 312. It appears that everyone who is able to do so finds another school to go to.

The school had 11 principals in 11 years before the current principal was asked to try to make some sense out of the wreckage. I suggest a Truth and Reconciliation Committee for the school--and the district. Problems need to be fixed, not hidden, as Lowell Billings has done.

Smart kids grow up in Chula Vista's Castle Park area, attend the neighborhood elementary schools and then leave for other parts of town for seventh grade.

This academic diaspora is so persistent and troubling that Sweetwater Union High School District educators have given it a name: “bright flight.”

A federal law intended to help low-scoring schools such as Castle Park Middle School appears to have accelerated the brain drain. The No Child Left Behind Act gives parents the option to send their children to higher-scoring schools when their neighborhood school doesn't make the grade.

This school year, the families of 168 students used No Child Left Behind to leave Castle Park Middle School. That coincides with a plunge in the number of students in the school's advanced academic program. There are about one-third fewer seventh-graders in the school's fledgling International Baccalaureate Middle Years Programme than there were last year...

Chula Vista cuts nearly 160 elementary teachers

The teachers being laid off at CVESD are not the least-capable teachers. Why not? Because neither the union nor the administration wants to evaluate teachers effectively, which would be the first step in such an endeavor. Shame on the board and Peg Myers, president of Chula Vista Educators for refusing to allow accurate evaluations of teachers' ability and performance.

The Chula Vista Elementary School District decided Tuesday night to send pink slips to nearly 160 teachers and will cut pay for the remaining teachers by 3 percent to deal with a $15.2 million budget deficit.

In March, the district issued 422 preliminary pink slips to faculty members across the district. Later, that number was reduced to 218. Tuesday's decision reduced the number of job cuts again. District officials said they must cut positions to balance the budget.

"We're faced with 160 now, that's a 160 too many," said Anthony Millican, a spokesperson for Chula Vista Elementary School District. "However we're put in this position because of the state's budget process."

The people expected to be let go in June are Kindergarten through 6th grade teachers, along with 10 school psychologists and 10 assistant principals.

Peg Myers, the Chula Vista Educators President, asked the board Tuesday night to reconsider saving the remaining 218 pink slipped positions.

"By May 15, they have to have the final layoff notices handed out to the teachers," said Myers.

These jobs may be saved if the district receives more than $7 million in federal stimulus funds...

Chula Vista Educators board of directors becomes an ever smaller club; Jennefer Porch is now Secretary

Jennefer Porch, a teacher at Juarez Lincoln Elementary, was already on the board of directors of Chula Vista Educators when Barbara Dunwoodie mysteriously (perhaps on principle?) resigned her position as Secretary of the corrupt organization. Instead of allowing new blood into the secretive group, Jennefer Porch added the position of Secretary of CVE to her portfolio. Porch joined the board as representative to the State Council in 2008.

Jim Groth, who sits on the statewide CTA board of directors, and Peg Myers, his loyal sidekick, seem to be consolidating their power.

The position of director for CVE Area C seems to remain open ten months after the CVE elections. What's the matter, Jim and Peg? Why is democracy not working at Chula Vista Educators anymore? There was a time when CVE elections resulted in a full slate of officials.

Peg Myers makes interesting claims; CTA continues to oppose use of scores to evaluate teachers

What is Peg Myers talking about? She relied on a tiny group of parents to justify the power of a tiny group of teachers to control principal after principal at Castle Park Elementary. CVESD Superintendent Lowell Billings reported at a board meeting that when he transferred Peg Myers, Robin Donlan, Nikki Perez and other members of the "Castle Park Family" out of the school, scores went up greatly.

SAN DIEGO -- The San Diego school system could be getting a major overhaul as Gov. Arnold Schwarzenegger is expected to sign a bill that would give parents more power to control what happens in their child's school.

While the state Senate approved a bill that could qualify the state for $700 million in federal stimulus money, some educators and experts feel the changes may not be worth the money.

At a glance, Lincoln High School does not measure up to other schools in San Diego County. The school's overall academic performance rating is at 587.

"It's not until you crack the 750, 800 mark can you be considered one of the elites in the city," said Lincoln High School Principal Mel Collins.,

Lincoln High could be one of the schools targeted by a new bill aimed at reworking state schools. The bill would give parents the power to petition to make sweeping changes, including having a principal removed or closing a school if its performance is not up to certain standards.

Sweetwater Union High School District Superintendent Jesus Gandara told 10News, "If you give one group all that power to say, 'we want this principal out,' without teachers having a say, without management having a say, there's a problem there."

"It should be a collective decision made by a number of different entities," said Collins.

Peg Myers of the California Teachers Association said, "We actually have great results in our schools, and that's because we do work with the parents."

The California Teachers Association opposes the state's plan, which would also make it easier for parents to transfer their children to another school...

Jim Groth and Peg Myers avoid Castle Park Elementary when they welcome CTA vice president Dean Vogel to Chula Vista

Former Chula Vista Educators president Jim Groth (now on CTA board of directors), and current CVE president Peggy Myers avoided Castle Park Elementary, where they had been involved in illegal actions that cost CTA a lot of money to cover up, when they took CTA vice president Dean Vogel on a guided tour of CVESD schools.

I met Dean Vogel a few years ago at Asilomar. He seems like a nice guy, but then Jim Groth also is a nice guy. In CTA, unfortunately, nice guys have to do what head counsel Beverly Tucker wants them to do, and that sometimes involves some pretty nasty stuff.

Who's in charge at CTA? Not the elected officials. I had to laugh a few years ago when Barbara Kerr, president of CTA, was named as the third most powerful person in California. Barbara ran herself ragged doing what she was told. She even changed her political party registration. It should have been Beverly Tucker who got the title. By contrast, the California Federation of Teachers actually has democratic elections for top officials.

At the October 20, 2009 board meeting Superintendent Lowell Billings thanked Peg Myers for conducting the limited-purpose tour.

Peg Myers, meet Sarah Palin


Sarah Palin won't stop complaining that the media has portrayed her unfairly. Apparently this is because the media talks about things that Palin herself would prefer not to discuss, such as Palin's using the fact that Russia is within sight of Alaska to prove that she is ready to handle international foreign policy.

Our own Peg Myers won't stop complaining that this blog has portrayed her unfairly. Again, this seems to be because this blog talks about things that Peg herself would prefer not to discuss, such as her actions against teachers at Castle Park Elementary when Peg was working on behalf of administrator Richard Werlin and some of her other friends.

Are CVE President Peg Myers and CTA trying to shut me down again?

NOTE TO GOOGLE: If the people who are demanding that you shut down my blog could get a court to shut down my blog, they would have done so. Some of them sued me for defamation on October 5, 2007. I hope you'll let the justice system take care of this matter.


UPDATE: Sitemeter says Google was looking at my site for 58 minutes starting at five minutes after noon today. I suspect California Teachers Association is demanding that they shut down my blog.

ORIGINAL POST:

Google has me under a microscope. CVESD Reporter blog had five visits from the Google company this morning, from at least six different IP addresses on two continents (North America and Europe)! Someone must have complained about my blog. My guess is that it was California Teachers Association. They seem to do this every time Chula Vista Educators President Peg Myers doesn't like something about my blog.

Peg is probably mad because I found out who was elected in the secret union elections in May.

Peg seems to be very determined to prevent the public from knowing who the union leaders are. (She's not into transparency. She apparently decided to abandon the recently-begun Chula Vista Educators website in its infancy rather than post election information on it.)

The biggest secret of all is apparently not at the top of the ballot, but a little further down. The fact that the Castle Park Five seem to be taking over Chula Vista Educators is apparently a sore spot with Peg. Peg, her pal Robin Donlan and three other teachers were transferred out of Castle Park Elementary after this blogger filed suit against Robin Donlan and others for criminal actions at the school. The Chula Vista Elementary School District defended the guilty teachers, but then grew frustrated with their continued trouble making.


Here's the email I sent her six days ago, with a request that she forward it to Stephenie Parker-Pettit:


Hi Stephenie:

...I've been wondering for months what the big secret is that Peg Myers doesn't want revealed about last May's CVE elections. Recently a reliable source told me something that might explain it. The source says that you are an area director. It's just as well that CVE has dropped the pretense of being an open organization. Ironically, in this case it's the more honest way to proceed. It's more dignified to drop the charade.

I will be writing about events as I learn about them, and that may include you, so I'm writing to let you know that I will be happy to publish anything you want regarding your role in CVE. You can send me an email, or you can comment on my blog.

I sent a copy of the above email to Peg and asked her to forward it to Stephenie Parker-Pettit. Stephenie told me on the phone this morning that Peg never forwarded it to her. Maybe they talked about it on the phone. I'm sure Peg wouldn't keep a secret like this from Stephenie. She might hide such secrets during a deposition, but not from her fellow "Castle Park Five" teacher. I also sent a copy of the email to an email address of Stephenie. Stephenie said she couldn't talk because she was teaching. She didn't show any curiosity about the email, so I'm guessing she's read it.

Kathleen Fernandez offers the only choice to Chula Vista Elementary teachers in CVE election

The results of the 2009 Chula Vista Educators (CVE) elections have not been announced, but here they are anyway. There is very little mystery in the process. The results for three out of four positions were predetermined because there was no opposition.

There is one bit of suspense remaining, however.

Kathleen Fernandez turned out to be a strong write-in candidate for Treasurer, forcing a run-off. Here are the results.

President:
Peg Myers (incumbent)--no opposition

This is the first time Myers ran for this office, even though she's held the office for two years since Jim Groth resigned to become a CTA director. Myers had no opposition when she ran for vice-president at that time. This year, as before, Myers had no opposition. Obviously, CTA isn't the CFT. California Teachers Association leaders tend to be anointed rather than chosen democratically, while California Federation of Teachers leaders usually endure a feisty election process.

Treasurer:
Nancy Potts--strong opposition from write-in candidate Kathleen Fernandez.

Fernandez was a member of the CVE bargaining team. Run-off ended May 20, 2009.

Secretary:
Barbara Dunwoodie--no opposition

Who blanked my San Diego Education Report Blog?


Peg Myers is facing an election in May as President of Chula Vista Educators.







I woke up this morning and found all the posts missing from my San Diego Education Report Blog.

Who could have done it?

My prime suspect is the last person who visited my most recent post. This person visited at 12:21 a.m. Interestingly, this person was using the same computer as the anonymous person who posted this comment just a few days ago:

The post on my blog that apparently triggered the erasure of my blog was about the deposition of Chula Vista Educators president Peg Myers.

A witness told me that Peg Myers used the word "crazy" to refer to me. Putting all the information together, I am suspecting Peg Myers, who is facing an election in May if she is to continue as President of Chula Vista Educators. It's perfectly understandable that Myers wouldn't want her deposition to be exposed during a campaign.

I also know that California Teachers Association protects sitting presidents of CTA locals, and that CTA information has previously disappeared from my website.

John McCain and the CVESD board--which one fomented hysteria?

Why didn't CVESD board membersw or CVE leaders Jim Groth and Peg Myers act more like John McCain when the rumor was going around that a teacher at Castle Park Elementary was on the verge of committing mass murder?

Here's what John McCain said:

"No. No, ma'am. He's a decent family man with whom I happen to have some disagreements."

McCain said this to a woman in Minnesota who said she was scared of Barack Obama because "he's an Arab."

Both the district and the teachers union was determined to keep the Castle Park Elementary staff functioning like serfs during the Dark Ages, uneducated, superstitious, prone to hysteria.
